Seeking to establish arts scenes (markets) in Chicago

I am an arts administrator - the executive director of the Uptown Multi-Cultural Art Center. We are preparing to sue the City of Chicago to dismantle the Peddlers License which has been unconstitutionally muzzling artists in Chicago since 1994 when the City lumped artists and other speech vendors under the general peddlers license.

We need to begin now talking about what the solution (remedy in the language of the court)we seek is. Certainly, we want art spots, arts markets, access to Lakefront spaces and parks but we should think about working with other markets to recreate Chicago.
